therefore, welcome Sir C. Clementi's recommendation
that the salaries and allowances of public servants
generally should be comprehensively overhauled.
The Govr. proposes that a local Commission should be appointed for this purpose with the very wide terms of reference quoted in paragraph 18 of this
despatch. He recognises, however, that their
ustbe
investigations will take some time and there must further delay before they can be approved and adopted. He proposes, therefore, certain interim measures which may be divided into two classes:-
(a) A new sliding scale of exchange compensation. (b) New scales of salary for the Cadet Service, Police, and European Schoolmasters.
These interim measures would, of course, be
subject to review by the proposed Commission.
Three main questions arise:-
(1) New scale of exchange compensation.
This is dealt with in paragraphs 8 to 12 of the despatch but as by themselves they are a little confusing, it may be well to set out the position
in detail. The Commission appointed to review
sterling salaries in 1920 recommended that salaries should continue to be fixed in sterling and paid in the Colony at 2/- to the dollar instead of, as
as to
previously,/4/5ths at 1/9d and 1/5th at average current rate for the month. The Commission's recommendations were approved but it was subsequent ly found that as the dollar fell the new system was less favourable to officers than the old. The sliding scale was, therefore, introduced which allowed for
